Continuity of an essential service
A water treatment plant, a pumping station, a transit line — these do not get to stop. Most public lifts are executed around a live service, with the contingency plan mattering more than the primary sequence.
The construction season is the real deadline
In Quebec and Ontario the working window is finite and everyone is competing for the same cranes inside it. A lift that slips past freeze-up does not slip by two weeks — it slips by a season, and re-enters next year's capital budget.
